Bernie Bernstein & the Secret Philippine Submarine Evacuation

  • The Treasury Emergency Plan: In early 1942, before he became the SHAEF financial officer tracking Nazi gold in Europe, Bernard "Bernie" Bernstein served in Washington as a key legal and financial aide in Secretary of the Treasury Henry Morgenthau’s department.

  • Denying Assets to the Enemy: As Japanese forces swept across Luzon toward Manila, Bernstein developed and coordinated the Treasury's scorched-earth asset denial program. Treasury representatives flew into Manila to audit bank vaults, record serial numbers, and incinerate millions in paper currency and securities so Japan couldn't fund its war effort with captured cash.

  • The Submarine Mission (USS Trout): The physical gold, silver bullion, and millions of silver pesos were evacuated across Manila Bay to the island fortress of Corregidor. Under Treasury instructions coordinated by Bernstein's office:

    • In February 1942, the U.S. Navy submarine USS Trout (SS-202) slipped through the Japanese naval blockade into Corregidor. To replace the sandbag ballast it had expended delivering anti-aircraft ammunition, the submarine loaded 20 tons of gold bars and silver dollars directly from Corregidor's vaults and successfully smuggled them out to Pearl Harbor.

    • The remaining massive stockpile of silver pesos—too heavy for further submarine runs as the fortress collapsed—was ordered "consigned to Davy Jones" and dumped deep into the waters of Caballo Bay off Corregidor to prevent Japanese seizure.

  • The Liberation Counterpart: This 1944 VICTORY note is the direct climax of that financial campaign. After evacuating the pre-war bullion reserves in 1942, the U.S. Treasury printed and re-injected these VICTORY notes behind MacArthur's landing forces to replace the valueless Japanese invasion money and restore stable, backed currency to the liberated islands.

Close-Up Detail & Validation Analysis

  • The close-up view reveals a period, hand-written cursive ink endorsement across the upper front vignette above "PHILIPPINES".

  • Notes from the liberation period were frequently signed, field-endorsed, or used as "short snorters" by military personnel, Treasury attachés, and resistance officials handling currency turnover during the re-occupation.

Technical & Visual Assessment

  • Technical Grade: Very Good (VG 8 – VG 10)

  • Preservation Highlights:

    • Displays genuine wartime field circulation throughout the Philippine liberation campaign.

    • Distinct horizontal center fold with fiber softening and light wear along the crease.

    • Moderate edge rounding and natural environmental toning across the margins.

    • Clean paper integrity with no structural tears, missing corners, or tape repairs.

    • Blue Commonwealth seal, serial numbers (F17756814), and the bold black reverse VICTORY overprint remain strong and well-defined.
